The decline of lumber prices in Canada is, most likely, over. Even if prices won’t rebound to this year’s highs, the market is close to its bottom.    According to Resolute Forest Products Inc. chief executive officer Yves Laflamme, lumber prices have fallen 50% from the May records, while the lumber futures tumbled to a 28-month low.
